He was a founding member of the Union of Russian Socialist Revolutionaries, a founding member and theoretician of the Socialist Revolutionary Party in Russia, an ideologist of Yiddishism and Jewish Diaspora nationalism, which influenced the Jewish territorialist and nationalist movements.
